For Odia, the keyboard is the primary route
On most languages here we would tell you to type and use the keys for corrections. Odia is the exception, and the reason is arithmetic: it has the shortest list of stored exact spellings on the site, so far more of your phonetic typing falls through to the rules.
odia is on that list and gives ଓଡ଼ିଆ correctly. A near-miss like odiaa gives ଓଦିଆ — a faithful reading of those letters and the wrong word. Tapping does not have that failure mode.
ଡ଼, ଢ଼ and ଳ are tap-only
ଡ଼ and ଢ଼ are a base letter plus a subscript dot. Nothing in Roman spelling signals that dot, so the rules cannot produce them — they appear only inside words on the stored list. ଳ is not in the transliteration scheme at all.

Vowels and vowel signs
The vowels row is for the start of a word or syllable; the vowel-signs row attaches to a consonant already placed — କ then ା gives କା. Tapping an independent vowel after a consonant gives two letters instead of one syllable.

Frequently asked questions
Where are ଡ଼, ଢ଼ and ଳ?
In the consonant row. All three are tap-only: the flapped ଡ଼ and ଢ଼ are a base letter plus a subscript dot, which Roman spelling gives the rules no way to predict, and ଳ is not in the transliteration scheme at all. They appear from typing only inside words on the stored list, like odia itself.
Should I tap or type for Odia?
Tap more than you would for other languages. Odia has the shortest stored word list on the site, so more of your phonetic typing goes through the rules and comes out approximately. The keyboard gives you exact characters every time.
